 Preamble

 

Logistics has substantially changed its role and significance in business for the last two decades. In connection with intensification of competition, globalization and sales market individualization and growing customer requirements to  the quality of logistic service, competence in  the area of logistics is becoming strategic resource, expecting from the staff deeper and various knowledge. Nowadays logistics in has become usual functional block of management in majority of domestic companies. Merely in Moscow at the beginning of 2006 according to recruiting and consulting agencies` data eight thousand companies  were registered to have divisional structure of logistics management: office, section, managerial board or department. In these organizational departments work tens of thousands managers of different levels: from operational logisticians to vice-presidents and directors of logistics department. In Russian business new concept of management: Supply Chain Management(SCM)  is growing in popularity, presenting integrated approach in logistics. In organizational structures of leading edge companies, operation on Russian market, appear new SCM departments as well as posts for employees like manager of delivery chain planning, integrated SCM manager, supervisor of delivery chain control and monitoring.

Educated personnel as well as properly constructed base of logistic knowledge are necessary for efficient use of leading edge concepts, methods and technologies of logistics and SCM. But here it is where not everything is all right. The majority of people, working in logistics departments in Russian companies and being on the payroll logisticians of different levels do not possess system preparation and specific education in logistics, not to mention SCM. Besides the largest deficiency in knowledge is demonstrated in top and middle management of logistics, which may entail serious consequences for development of business.

Gap overcoming between the quality of personnel of logistics departments and the quality of their preparation (apart from obvious solution to increase the number of colleges in Russia, where speciality «Logistics» will be introduced and development of structures of complementary education) should be based on diversified system of professional education in this field. High requirements to logisticians, to level of professional knowledge in the sphere of logistics and SCM, the ability to coordinate work of adjoining departments, to integrate logistic activity within the whole delivery chain determine the necessity to create multistage structure of preparing and retraining staff, considering branch and functional specialization of logisticians. Unfortunately, but only five Russian colleges are conducting training courses in logistics. In 2005 the experiment to approve state educational standard of new branch «logistics» ended successfully and one can hope that approximately ten colleges will join the process of preparation of logisticians in 2006-2007.However for large Russian market it is a drop in the ocean. For the time being  a few commercial teaching structures are not able to cope with the task of training professional logisticians, which in majority fulfill short programmes of improving skills and short-term seminars.

Nowadays only HSE ICTL implements the whole variety of preparing programmes, including second higher education and MBA  in  speciality 080506 «Logistics and Supply Chain Management» as well as the range of exclusive programmes «Executive Logistics Manager», programmes of professional retraining with further European certification.

Standard base

ICTL`s programmes are worked out in line with:

  • requirements of state educational standard of high professional education worked out by Ministry of education and science of on new branch 080506 «Logistics and SCM», put into force since February 2006
  • recommendations of European logistics association(ELA) and European Certification  Board for Logistics  (ECBL) – («Standards of competence  in logistics and SCM – 2005»)
  • international educational practice and retraining of logisticians in largest American and European universities, educational centres and business schools.

Notes

1)      Programme of professional retraining and upgrading  in logistics and SCM (points 6,9,10) , which is implemented nowadays by ICTL subsidiaries, may be conducted in central office in Moscow either when sufficient number of listeners have enrolled wishing to enter these educational programmes  as well as when enough space and human resources are available. Decision about the beginning of  running each of these programmes is settled after analysis  of questionnaires and available resources.  Questionnaires on indicated programmes may be sent out by potential listeners independently from announced  on ICTL website time.

2)      ICTL possesses experience in implementing corporate programmes of staff training in logistics. In particular corporate programmes in logistics, considering branch  specificity, were prepared and fulfilled over a period from 2001 to 2005 for such companies as Gazprom. Yukos , NK Rosneft, Russian Aluminium Management, Kamaz, Sony, Efes Pilsner, Alcatel, Protek, Rostselmash, Arhangelsky CBK , Lebedyansky EKZ, Magnitogorsky metallurgic combine, Zavoljsky Motor Plant , Schneider Elektric, national logistics company, Svyaz Inform, Rossipharmacy, Sibkongress, Ursa Eurasia, Parkethall, etc.
